THREE POINTS, Los Angeles County — The community’s adopted land-use framework is intended to protect the area from becoming a suburban-style subdivision with uniform curbs, wide roads and dense housing.
In the county’s legislative explanation of the Three Points–Liebre Mountain Community Standards District, planners described provisions for rural street widths, new subdivisions, underground utilities and public trails. The 2021 proposal specified a minimum of 20 gross acres for new subdivisions and generally avoided sidewalks, curbs and gutters on new roads unless another public agency required them.
Which roads count as public?
The design goals are not proof that an existing dirt track is a public county-maintained road or legal access to a parcel. Owners should verify recorded easements, roadway status and county fire-access rules before buying land or applying to divide it. Some requirements described in early staff reports may have changed in the final enacted ordinance.
The standards took effect in February 2022. Current project reviews must rely on the adopted code and any later amendments, not the 2021 proposal alone.
