Three Points Scenic-Road Protections Link Development to Native Vegetation and Historic Ridge Route

THREE POINTS, Los Angeles County — Scenic roads and historic mountain travel routes are part of what prompted residents of Three Points–Liebre Mountain to seek special county development standards.

During county hearings, community participants identified Pine Canyon Road, native vegetation, darker night skies and rural building design as priorities. A 2021 public-comment memo also described part of the historic Ridge Route Road, constructed in 1915 and later recognized as a historic transportation corridor, within the broader town-council area.

What protection means for proposed projects

County planning materials discuss limits on visual impacts from signs, building massing, hillside grading and some energy structures. They are a guide to the community’s goals but do not establish that any parcel or structure is automatically historic or that every road is open to public driving. Some historic roads have current access restrictions.

Before work on a property bordering a scenic route, review current zoning, applicable historic-preservation rules and land ownership. A planning document from 2021 should not be mistaken for a newly scheduled November 2026 road project.
