THREE POINTS, Los Angeles County — Residents planning a new home or substantial land alteration in the Three Points–Liebre Mountain area should know that the county applies special protections for Significant Ecological Areas (SEAs).
LA County Planning’s official FAQ states that new single-family homes within the Antelope Valley Area Plan boundary are generally exempt from the SEA ordinance, except within the Three Points–Liebre Mountain Community Standards District. This means a landowner should not assume the usual Antelope Valley exemption applies in Three Points. The local Community Standards District took effect on February 24, 2022.
Check before clearing a building site
According to the county, vegetation removal within an SEA can count as development and require approval. Annual brush clearance within a Fire Department-approved fuel modification zone is treated differently under a specified exemption. These rules can interact with fire safety, grading and construction permits.
Owners should use LA County’s zoning and SEA maps and seek a site-specific review before cutting native vegetation or paying contractors. For Community Studies North, the county lists 213-974-6476 and AVCSDs@planning.lacounty.gov.
